To ensure the implementation of the Bank’s monetary and financial policy; to make decisions affecting the money and foreign exchange markets; to introduce general policies on the economic regulatory framework and on financial system growth; to establish the denominations and features of bills and coins; to authorize the opening of new financial or foreign exchange institutions or to revoke their authorization to operate; to adopt regulations on Bank organization and management; to perform all the other duties assigned to it under BCRA Charter Sections 14 and 15. |

Curriculum Vitae A graduate in Mathematical Sciences (Licenciado en Ciencias Matemáticas) from the University of Buenos Aires, Mr. O’Connell studied Economics in that university and completed a postgraduate course at King’s College, Cambridge, Great Britain, where he was accepted as a PhD candidate. He was a Director at the BCRA from 1986 to 1988, as well as a member of its Economic Research Department from 1958 to 1962. He was the founder and head of the Ministry of Foreign Affairs Center for International Economy (CEI) and a researcher at the Ministry of Foreign Affairs National Foreign Service Institute (ISEN). He was the Secretary General of the Latin American Faculty of Social Sciences (FLACSO), and a researcher at FLACSO and Torcuato Di Tella Institute, the University of Buenos Aires Institute for Calculus, St. Anthony’s College (Oxford) and the Royal Institute of International Affairs (Chatham House) in Great Britain, as well as at other important centers. Moreover, he was a consultant to UNCTAD, ECLAC and OAS; he has lectured in several national and international institutions; and he has published numerous research papers. |
