Central Bank Governor between June 25, 1969 and October 26, 1970. During this time, the President of Argentina was Roberto M. Levingston and the Economy and Labor Minister was Carlos Moyano Llerena.

He took office again on June 1, 1981, until July 2, 1982, with Presidents Roberto Eduardo Viola (until December 11, 1981); Carlos Alberto Lacoste (December 11 to 22, 1981), Leopoldo Fortunato Galtieri and Alfredo Oscar Saint-Jean (acting President from June 18 to July 1). In this period, Economy Ministers were Lorenzo Sigaut and Roberto Alemann.


He became Governor for the third time on November 24, 1989 and remained in such capacity until December 20, 1989. Carlos Saúl Menem was the President of Argentina and Néstor Rapanelli, the Economy Minister. On December 15, Rapanelli was succeeded by Antonio Erman González.
